On the 18th, the website of the Ministry of Transport showed that the Ministry of Transport, the Ministry of Foreign Affairs, the National Health Commission, the General Administration of Customs, and the National Immigration Administration issued a notice on further optimizing some measures for epidemic prevention and control of ships on international to domestic routes.

The notification is as follows:

Each province, autonomous region, municipality directly under the central government, Xinjiang Production and Construction Corps Department of Transportation (bureau, committee), Foreign Affairs Office, Health Commission, Guangdong Branch of the General Administration of Customs, various directly affiliated customs, various entry and exit border inspection stations, and various directly affiliated maritime bureaus:

Effectively coordinate the epidemic prevention and control and economic and social development. According to the requirements of the Notice on Further Optimizing the Prevention and Control Measures for the COVID-19 in a Scientific and Accurate Way (Joint Prevention and Control Mechanism [2022] No. 101) issued by the Integrated Group of the Joint Prevention and Control Mechanism of the State Council, further optimize and adjust some measures for the epidemic prevention and control of ships on international to domestic routes. The notice is as follows:

1、 The time for berthing and quarantine at the port of entry before the conversion of international to domestic routes, as well as the health monitoring of all crew members after the conversion, will be adjusted from '7 days of berthing and quarantine before entry+3 days of health monitoring after the conversion' to '5 days of berthing and quarantine before entry+3 days of ship quarantine after the conversion (during which all crew members are not allowed to leave the ship).

2、 Adjust the frequency requirements for nucleic acid testing. The frequency of nucleic acid testing for all crew members of international vessels planning to operate on domestic routes at the port of entry will be adjusted from '5 tests in 7 days' to '4 nucleic acid tests will be conducted within 5 days after the vessel arrives at the domestic port of entry. On the first day, the customs will conduct nucleic acid testing for the crew members, and on the second, third, and fifth days, the testing unit designated by the joint prevention and control mechanism at the port of entry will conduct nucleic acid testing for the crew members. After completing the procedures for changing the operation of international navigation ships, the shipping enterprise to which the ship belongs will continue to conduct health monitoring on all crew members. The frequency of nucleic acid testing during the period will be adjusted from 'conducting one nucleic acid test on the third day' to 'conducting one nucleic acid test on the first and third days respectively' during ship quarantine.

3、 This notice shall come into effect from the date of its issuance. Other requirements shall continue to be implemented in accordance with the Notice of the Ministry of Transport, Ministry of Foreign Affairs, National Health Commission, General Administration of Customs, and National Immigration Administration on Adjusting the Epidemic Prevention and Control Work of Ships on International to Domestic Routes (Jiao Shui Ming Dian [2022] No. 198). Please convey the spirit of this notice to all shipping enterprises and port operators within your jurisdiction, and strengthen coordination with local health, customs, immigration, maritime and other relevant management departments to ensure the implementation of the spirit of this notice.
